Regulations Governing the Use of Laboratory Animals

To the Editor: Ms Fishbein's1 critique of the settlement agreement between the Alternatives Research & Development Foundation (a decade-old provider of research grants) and the US Department of Agriculture (USDA)2 reflects ongoing efforts to use fabrications and distortions to create a panic within the US biomedical research and patient advocacy communities. A recent editorial in Nature noted that "some of the research lobby's arguments verge on the reactionary."3

Fishbein seeks to characterize our settlement as an attempt to eliminate the use of animals in biomedical research. This is a curious conclusion, since the inclusion in the Animal Welfare Act (AWA) of rats, mice, and birds was mandated by Congress more than 30 years ago and was confirmed by a federal court more than 10 years ago.
